ECI mandates webcasting in every polling station for enhanced monitoring, writes to Tripura CEO

In a significant move towards ensuring transparency and accountability in the electoral process, the Election Commission of India (ECI) has directed the Chief Electoral Officer (CEO) of Tripura to implement webcasting in every polling station for close monitoring. In a letter dated 19th June 2023, Rakesh Kumar, Secretary of the ECI, underscored the importance of adopting various civil measures to oversee election-related activities, including the polling process within the stations. The directive specifically emphasizes the utilization of webcasting as a tool for real-time monitoring to prevent any potential disruptions or malpractices during the polling process.

The letter stipulates that webcasting should cover all critical polling stations and those located in vulnerable areas, or at least 50% of the total polling stations, including auxiliary ones, whichever is higher. Taking into account the successful implementation of 100% webcasting during the previous general election in Tripura, the ECI has mandated its coverage in every polling station to ensure thorough monitoring. Furthermore, the Commission has instructed for the implementation of webcasting in all polling stations across West Bengal and Tripura to monitor proceedings on polling day effectively, aiming to mitigate poll-related violence and maintain the integrity of the electoral process while respecting the secrecy of voting.

In instances where 100% webcasting may pose challenges, especially in mobile shadow areas, alternative measures such as CCTV surveillance and videography are advised. However, strict adherence to ECI’s guidelines and parameters is essential in utilizing CCTV for monitoring purposes. The letter also emphasizes the establishment and activation of Integrated Control Rooms at district and state levels to monitor webcasting feeds and ensure compliance with standard operating procedures (SoP). CEOs are urged to follow all technical and legal guidelines provided by the ECI regarding webcasting and CCTV surveillance to uphold the integrity and transparency of the electoral process.
