Under the Fifteenth Finance Commission (XV-FC) Untied Grants for Rural Local Bodies (RLBs), the Union government has given more than ₹44 crore to the northeastern states of Tripura and Mizoram in order to improve local governance and meet particular developmental requirements. Tripura received ₹29.75 crore as the first installment for the fiscal year 2025–2026, according to official reports. 606 Gram Panchayats, 35 Block Panchayats, 8 Zilla Parishads, 587 Village Committees, and 40 Block Advisory Committees around the state would benefit from this funding. As part of the 2023–2024 grant tranche, Mizoram has received ₹14.28 crore, which covers 827 eligible Village Councils. The payments are untied in nature, allowing local bodies to use them flexibly for location-specific “felt needs.” The Union Ministry of Panchayati Raj disbursed the grants in conjunction with the Ministry of Jal Shakti. However, these have to be among the 29 categories specified in the Constitution’s Eleventh Schedule, which covers things like local infrastructure, health, education, and agriculture. Neither wages nor administrative costs may be covered by the funds. According to an official statement, “these grants are released in two instalments during a financial year to support the decentralized governance framework.”
Untied Grants give local organizations the freedom to prioritize and carry out development projects in accordance with community requirements, in contrast to Tied Grants, which are designated for vital services like water supply, solid waste management, and sanitation. The allocations were hailed by officials in both states, who said the money would be used to repair basic infrastructure and address urgent rural issues. In order to guarantee the greatest possible impact on the ground, experts also emphasized the significance of openness and efficient use. This funding is anticipated to be essential in closing development gaps and bolstering the panchayati raj system in the area, since rural Tripura and Mizoram areas continue to struggle with inadequate infrastructure.
