Tripura High Court directs strict compliance with animal welfare laws in PIL on illegal cattle transport

The Tripura High Court has disposed of a Public Interest Litigation (PIL) concerning the illegal and inhumane transportation of cattle, directing authorities to ensure strict adherence to animal welfare laws. The PIL, filed by Paramita Sen, a legal practitioner and member of the NGO Society for Welfare of Animal and Nature (SWAN), highlighted an incident on July 25, 2024, in Kailashahar, Unakoti district. A vehicle carrying cattle, including cows, calves, and bulls, was intercepted for illegal transport under inhumane conditions.

Despite complaints to local police and district authorities, the seized cattle and vehicle were allegedly released without following due procedure under the Prevention of Cruelty to Animals Act, 1960. The court, comprising Chief Justice Aparesh Kumar Singh and Justice Biswajit Palit, acknowledged that the petitioner had raised valid concerns about lapses in handling the case. The Government Advocate informed the court that disciplinary action had been taken against the negligent inspector involved, with a final warning issued by the Superintendent of Police, Unakoti.

In its ruling, the court emphasized the importance of scrupulous adherence to the 1960 Act and associated rules. It directed that guidelines for handling such cases be reiterated and strictly followed to prevent future violations.
